Citizen Corps is a grass roots program administered by FEMA that began in 2001 following the events of 9/11. Citizen Corps along with Community Emergency Response Teams (CERT) are designed to strengthen community safety and preparedness. Citizen Corps supports emergency response Volunteers and CERT Teams by fostering increased civic participation and growing effective partnerships between government and community leaders.
